Editors check it and remove unsafe details.
Editors check the time and location, remove private or unsafe details, and separate conditions, needs, capacity, and response.

It becomes a public update
Reviewed updates appear on the public map.
The reviewed observation is published as an entry in the map workspace. Corrections edit the same entry; changed conditions become a new one.
